From September 23 to 26, 2024, the Ukrainian delegation from Igor Sikorsky Kyiv Polytechnic Institute took part in the Advanced Research Workshop “Energy infrastructure resilience in response to war and other hazards” within the framework of the NATO program “Science for Peace and Security”, which was held at the Ignacy Lukasiewicz University of Technology in Rzeszów, Poland. The main goal of the Workshop is to unite international efforts to develop effective approaches to protecting and restoring energy infrastructure, especially in emergency situations caused by war, terrorist attacks, natural disasters or cyber threats. For more than two years, Ukraine has been facing challenges due to Russia’s criminal attacks on the energy infrastructure of our country. That is why the importance and relevance of this event, as well as the participation of the Ukrainian delegation in it, cannot be overestimated. The Ukrainian delegation included scientists from Igor Sikorsky Kyiv Polytechnic Institute. Igor Sikorsky (Oksana Vovk, Natalia Zuevska, Lyubov Shaidetska, Olena Borychenko, Anatoliy Chernyavskyi, Olena Yarmolyuk, Vitaliy Opryshko, Viktor Gurreev, Olga Demydenko), NTU “Dniprovska Polytechnic” (Yuriy Papaika), as well as representatives of the State Labor Service of Ukraine.
The Ukrainian delegation presented the results of scientific work in the following areas: analysis of risks and vulnerabilities of energy infrastructure in the context of military operations and cyber threats; discussion of innovative technologies to increase the resilience and restoration of energy systems; study of the experience of different countries in responding to energy emergencies; restoration of school and kindergarten buildings partially destroyed during the war in compliance with energy efficiency requirements.
The seminar brought together experts, scientists and practitioners from different countries to discuss topical issues related to the resilience of energy infrastructure in the face of war and other threats. Special thanks to our colleagues from Poland, Austria, Georgia, Latvia, Germany, Turkey, and the Czech Republic for their insightful presentations and subsequent discussions, which are extremely valuable for Ukraine in the context of understanding a number of contemporary security issues and their further resolution. This seminar became a platform for strengthening international cooperation between scientists and practitioners in the field of energy security, as well as creating a network of contacts for future joint research and projects.
During the discussions at the Workshop, scientists from Igor Sikorsky Kyiv Polytechnic Institute informed the participants about the implementation of the international project HORIZON-MISS-2023-CIT-02 “Associating Ukrainian cities to the Climate-neutral and smart cities Mission” under the HORIZON-CSA program and offered to cooperate in this project as experts.
We would like to express our special gratitude to our colleagues from the University of Technology (Rzeszow, Poland), in particular to the Rector of the University Piotr Koszelnik, Vice-Rector Jaroslaw Sep, and the Director of this event Dominik Strzałka for the warm welcome of our delegation, as well as for the organization and holding of the event at the highest level! The Advanced Research Workshop “Energy infrastructure resilience in response to war and other hazards” is an important step in strengthening global security and resilience of energy systems. It will provide an opportunity for the international community to join forces to prevent the devastating consequences of war and other threats to critical infrastructure.

Expected results:
From September 23 to 26, 2024, a Ukrainian delegation from KPI participated in the NATO Science for Peace and Security Advanced Research Workshop on “Energy Infrastructure Resilience in Response to War and Other Hazards” at the Rzeszów University of Technology in Poland. The workshop aimed to unite international efforts to develop effective approaches to protect and restore energy infrastructure in emergency situations, including war, terrorist attacks, natural disasters, and cyber threats.
The Ukrainian delegation presented research on topics such as energy infrastructure vulnerabilities during military actions and cyber threats, innovative technologies for energy system resilience, and the restoration of buildings, such as schools and daycare centers, in line with energy efficiency standards.
The seminar gathered experts and scientists from various countries, fostering international cooperation and offering opportunities for future joint research projects. The KPI team also presented the HORIZON-MISS-2023-CIT-02 project on climate-neutral and smart cities, inviting collaboration as experts. Special thanks were given to Polish colleagues for their warm hospitality and excellent event organization.
